This teacher resource is about a strategy to improve student performance in reading through the use of benchmarks. The strategy was implemented in the majority of the 68 public early childhood, primary and P-10 schools in the Australian Capital Territory. The resource discusses how and why the benchmarks were developed and describes their characteristics, most notably their identification of a range for each year level. It also includes the results achieved at Latham Primary School, sets out the strategy's research base and provides references and links to relevant readings. A contact is given for obtaining copies of the benchmarks.

The benchmarks are potentially relevant for schools beyond the ACT in assessing student attainment of the F-3 English achievement standards especially in relation to comprehension, fluency and reading behaviour and the need to use levelled texts. The strategy's research base combined with the resource's list of references and description of the process of developing and using reading benchmarks would be particularly helpful for other schools and education systems wanting to use benchmarks to achieve consistency in reading assessment.
